Notification on promoting the full digitalization of trademark businesses

To further enhance the public service level of trademarks, facilitate trademark business for parties and trademark agencies, and improve the efficiency of trademark examination and adjudication, the Trademark Office of the China National Intellectual Property Administration (CNIPA) will implement the full digitalization of trademark application acceptance, examination and adjudication, and document issuance. The relevant matters are hereby announced as follows:
1. Effective July 1, 2026, for trademark businesses handled by trademark agencies, electronic materials shall, in principle, be submitted via the trademark online service system, and paper submissions will no longer be accepted. For trademark businesses requiring electronic evidence, such evidence must be submitted in accordance with the Guidelines for the Submission of Electronic Evidence in Trademark Operations.
2. For trademark businesses submitted online via the trademark online service system, the applicable fees will be discounted in accordance with relevant regulations of the Ministry of Finance and the National Development and Reform Commission, where online applications for trademark change will be free of charge, and all other trademark operations submitted online will be eligible for a 10% discount. Detailed fee schedule can be checked on the Trademark Operation Fee Guide published on the China’s trademark office website.
3. The period from the date of issuance of this Notice until June 30, 2026 will serve as the "transition period" for promoting the full digitalization of trademark operations (based on the submission date by the party or agency). During the period, trademark agencies shall be requested to complete all necessary preparations and prioritize the submission of trademark business materials via the trademark online service system in accordance with the Guidelines for Submitting Electronic Evidence in Trademark Business.
4. For paper applications submitted before the issuance of this Notification, responses and supplementary materials related to the application may still be submitted in paper form. The Trademark Office’s system upgrading is currently in progress. When the function to convert paper documents into electronic format be available, responses and supplementary materials for paper-based applications may be submitted via the trademark online service system.
5. Parties and trademark agencies may seek assistance through the hotline (010-63218500), online messages, the trademark registration hall (Address: No. 1 Chama South Street, Xicheng District, Beijing), or local trademark operation service windows when handling trademark businesses via the trademark online service system. Trademark registration hall or local trademark business service windows are also open for any difficulties in completing procedures, where on-site staff offer assistance with the process.
